you think it's relative clause, that is not something all different but not the same either
to be able to use ''which'', there should be a noun or something else in common
for instance you can say
.................... through their employer are in the first type which is called.......
but as you know in relative cl. there is smt in common in both of the sentences
but here, there isn't

(i think this example will solve your problem, because it is easier to see ''which'' is impossible here)
